"This staff is not registered" is displayed and can not be stamped

The staff may not have an IDm card number for stamping.
Please refer to here for confirmation and registration method.
When you have registered a card number please leave it for about 10 minutes and try stamping, as the information is not reflected to the system if it is immediately after the card number is registered.
